John’s assignment explains the phrase

Luke describes a ministry of preparation, reconciliation, and repentance. Malachi had tied Elijah’s coming to turning the hearts of fathers and children. When you read John’s preaching in Luke 3, look for how repentance takes visible form in generosity, honesty, and restraint.

How the Gospels speak about Elijah and John

John says he is not Elijah when questioned about his identity. Jesus speaks of John as the Elijah who was to come. Read with Luke 1, those statements distinguish the man’s personal identity from the prophetic role he fulfills. The Gospel accounts direct attention to the Lord whose way John prepares.
